Top 10 romantic city breaks revealed
With Valentine’s Day just around the corner, the best European cities for those seeking a romantic getaway have been revealed, with Prague taking the top spot.
Travel insurance experts at Tiger.co.uk have analysed data to create the 2025 Couple’s City Break Index, naming the top 10 romantic destinations.
The cities were ranked based on several ‘couple-friendly’ factors including the cost of hotel rooms with a view of the city, the price of a meal for two, the number of landmarks to visit, spa and wellbeing facilities to relax in, and picturesque parks to stroll through.

Prague, the capital of the Czech Republic, has been crowned the best city for couples to visit in Europe, with the average room with a view priced at €69 a night and a three-course meal for two coming in at just €42.
Couples can enjoy romantic sightseeing walks through the Old Town and marvel at the stunning architecture, including the Astronomical Clock, the iconic Charles Bridge and the largest castle in Europe. When it is time to escape the hustle and bustle, couples can seek out one of the many idyllic parks and gardens.

Rome – also known as the Eternal City – is ranked a close second place, with a seemingly endless number of romantic spots for couples to discover. Explore the beautiful 17th century Villa Borghese Gardens, relax on a dinner-cruise down the Tiber and throw a coin into the famous Trevi Fountain for luck (legend has it that tossing two coins into the fountain increases the chance of finding true love, while three coins ensures marriage!)*
Istanbul takes the third spot, with the cheapest hotel prices in the index at just €51 per night for a room with a view. The Turkish capital is also the third cheapest for dining out, coming in at €51. Spa lovers can treat themselves to some Turkish-style pampering in one of the many luxurious bath houses (known as hammams), admire the magnificent palaces or experience a scenic cruise on the Bosphorus.

In fourth place, Paris scored highly for its wealth of relaxing spa experiences, beautiful outdoor spaces and famous landmarks. After all, what could be more romantic than sharing a glass of champagne at the top of the Eiffel Tower? However, the ‘City of Light’ was also the joint second most expensive city in the index for a meal, while the cost of accommodation is €134 – almost twice as much as a similar room in Prague.
London was highly rated for its large number of parks, spa facilities and sightseeing opportunities, but also ranked as the most expensive for hotel rooms (€163) and the price of meals (€95), bringing it in at fifth place overall.

Porto, with its romantic cobblestone streets, exquisite vineyards and dramatic sunsets, was the third cheapest city for the price of a meal for two, and fourth cheapest overall for hotel room costs. The city, the second largest in Portugal, was ranked sixth place, just ahead of Seville, the capital of the Spanish region of Andalusia. Seville was the cheapest city on the index for meals at a very reasonable €40, and the second cheapest for hotel rooms at €64.
Coming in at eighth place, Amsterdam was named the second most expensive city for both accommodation and meals, while Dubrovnik, renowned for its crystal-clear waters and stunning landscapes, was ranked ninth overall.

Taking the last spot in the index was the historic Belgian city of Bruges, which was the third most expensive city for dining out and for hotel rooms, priced at €85 and €139 respectively.
Managing Director of price comparison site Tiger.co.uk and travel insurance expert Ian Wilson said: “With Valentine’s Day fast approaching, many couples may be considering a short romantic getaway to celebrate – our research is designed to help narrow down the choices, showing best value and a wide range of romantic factors for couples to consider.
“There are so many European cities that are ideal destinations for couples, with breathtaking medieval castles, charming cobblestone streets and enchanting main squares, creating the perfect romantic atmosphere.
